I am terrible at the game and even though i can make money from my cities but my cities always have the lowest population.

You need to create Residential Areas using the Residential Zones, and LARGE Residential areas, away from the pollution of the industrial side of the city, but make sure they have:
-Schools
-Police Dept.
-Fire Dept.
-Hospitals

and of course, running water and electricity. And you could try reducing the residential taxes.

I’m not too sure how this would work in SC3000 since I stopped playing after 2k, but anyway, when building zones, I always found it best to build it “Res | Com | Ind” That way you didn’t have to waste large amounts of space in-between and people seemed quite happy to live next to commercial area, if anything they preferred it, which makes sense as who actually likes having to travel ages to go to the shops?

Is this really a DOS game?

Anyway, the game I got came with a big (but interesting) manual. Read the manual and you should be fine. If you don't have a paper copy, I'm sure there's one on the CD, or you could just play the tutorial a few more times.
