Game controller not working right! HELP!

i have a rockfire gamepad from 1993, and i have 98 SE on ym computer, i attach the controller and install the right type of gampad ( no driver) and it sais "not connected" even though itsd connected through the right port.
i dont think it is the controller because it was working a few months ago on this AMD Sempron Win XP
