Tactics Strategy game Fantasy RPG around 1993-1996 I think..

Ok this has been killing me for the past 15 years nearly on and off(I'm 34). As a kid I remember playing this game on the Sega which Sega I don't remember fully....since multiple Sega systems where used. All I remember is it was like Shinning force/Fire Emblem game style Top down..(it could be [Shining force] it but I don't remember which one) Any who what I do remember, is one part you're going in a Village, and the "main" baddie of that section was a witch, the village was I think burning then proceeded into the fight, and you started at the entrance of the village, it was a turning point of the game from my recalled memory. I stopped playing it due to my brother kicking the power cord out of the system and I didn't save for a very...very long time.
And sorry I cannot for the life of me remember which Sega system it was. I know my moms B/f at the time had both the CD and cartage systems...
