3D Windows strategy game, around 2004

I'm looking for a game that i played around 2004.
The game was like a 3D birds eye view strategy game, I played it on windows XP. The characters of the game were like the characters in gang beasts, and i believe they fought with random items like golf clubs and other blunt weapons. I've been wanting to feel the nostalgia again but i really don't remember much about it and I'm not sure if it was a flash game or not.

nope not like fallout 2, i really dont remember much about it, i was very young
