D: Ok... I'm stumped. I've looked EVERYWHERE I can think of, but...

Here's my problem:

I'm up to the point where I'm supposed to go see the Indian tribe members, but every time I go into the shack area, which is apparently where the tribe hangs out, I can't get into their reservation thing...

I've tried EVERYTHING! Currently in my inventory I have a hacksaw, binoculars and the "Tool".
I've been to Apartment 69, given the girl in the club the gift for information... and all that. When I go into my room to look out the window with the binoculars it says not much is going on, so I'm guessing I'm not going to see anything until I manage to visit the Indian Tribe... is it possible that I slipped up somewhere? is it possible to get stuck in the game...?
