windows 90s 2D space strategy demo (your spaceship could look like smiling face)

Hi everyone

I am trying to remember a windows 90s 2D space strategy game. I was playing only demo. You had a spaceship which looked like a smiling face. You started with one planet and your goal was to colonize other planets and destroy other spaceships. You had quite a big selection of weapons and shields. You could also buy shields on your planets.
When you were fighting a planet first you had to destroy shields than wipe the whole population and than send some people from your ship to colonize it.
I believe you could buy nukes and biohazard weapons.
I was playing it in the 90s. You controlled the spaceship with mouse.
