Mid 90s Educational music kids game for pc

Searching for the title of a pc game for either windows 95 or 98. I played this game in the mid-late 90s. It was an educational children's music game. Point & click, play as either a male or female creature (blue or pink named bill/Jill). You had to navigate through different "worlds" of the game searching for instruments to complete an orchestra. "worlds" included a farm, a mall with a grand piano and when clicked on played a classical music song, a park with a piano key walkway and a quartet singing in a purgola, a city street, train station called shining time station, and a harbour where if you clicked on part of it it played "down by the bay". You could also find "magic dust" which would shrink you and put you into a submarine at the harbour for an underwater world.
