I played this game before but I have no idea of the name of this game. Anyone know this ?

It looks a bit like the original fallout games, possibly fallout2?

The name 'glowing one' is a monster in fallout according to this page:

Yea definitely looks like Fallout, compare interface to screenshots from Fallout
