Late 90s educational geography game

I remember playing it once at a friend's house. It was kind of like Carmen San Diego in that you were given clues as to where a roller skating clown was being held in jail and you had to go rescue him. Rinse and repeat; I don't remember there actually being a way to win. The graphics were all 2d, the whole game took place on a world map, and I believe it was on a PC.
