Merge monster game where you get stronger monsters to take over the world

So, in the game each monster is a combo of one or more elements, so you start of with a few standard monsters.

Ex: air and ground monster makes dyst or something

It was ages ago, so I don't remember, but I'm pretty sure you where a mad scientist, and different cities where different levels, and you needed certain monsters to unlock certain levels.

In these levels, the better monsters, the higher chance of victory
