Probably 90s, driving around USA looking for friends

If I remember correctly, the game starts with explosion and the guys friends end up scattered across USA. Before every level he drives around USA map collecting ammo and then I think the levels are some kind of a pltformer.

Few more details that I remember are that there was a toilet involved in some way, and that the guy can be electrocuted.

I know that the description is very vague, but please help me find this game.
