HELP ME FIND AN OLD GAME (Super Famicom, SNES)

I have played this game on a black Super Famicom system in 1996/1997. It was a side scrolling, multi-player fighting/shooting game. I remember a guy with a red/orange jacket/bomberjack (maybe like Gogeta), and I believe the 2nd characterwas a woman with a whip. The environment was some sort of grey road/slums with maybe silver trash cans. Unfortunately I can't remember more, maybe I could if I get the right questions.
