In a turret on an island, windows, late 90s early 2000s

I've been taking my brain for years trying to find the name of this game: you're in a turret on an island, you shoot at boats/ships, infantry, and planes that shoot back at you. Some boats bring infantry to land on your island. There are different guns you swap through depending on what you shoot at. As you progress through the levels you unlocked more guns, and more difficult enemies would assault you. I played this game in the late 90s early 2000s on a Windows PC. I came across it once in an arcade as well.
