I played it on MS-DOS (but there could be possibly other versions) in the 90s, possibly around 1996-98.
I probably played just a demo version of it, in which there were 3 playable characters: a gypsy-looking girl, a boxer wearing gloves and white clothes, and a tough-looking guy wearing a red cape and some kind of pointy metallic hat. The last guy had a special move in which he charges towards the enemy with his pointy hat (bending forward).
Each of these characters had their own fighting stage: a place with a lot of silk (maybe?) for the gypsy girl, a street with brick walls for the boxer, and a dark and creepy place for the last guy.
The graphics are 2D and quite pixelated (of course).

DOS 2D versus fighting game
Sounds like a demo version of some Street Fighter variant. Maybe Super Street Fighter II Turbo (but the backdrops don't quite match), maybe some Street Fighter Alpha/Zero variant (did they ever make them for DOS???)
