Sounds like "Big Rig"...

This reminds me of Disciples II: The Dark Prophecy.
Turn based strategy, dark atmosphere, not exactly floating rocks but you can get the imagination of it in battle screen, angels and demons.

your guess was damn close. The game you are looking for is called
Future Wars: Time Travellers from Delphine Software. You can obtain
it from The Underdogs.... as usual ;)

You can get Fantasy Empires from The Underdogs (www.the-underdogs.org).
Their version is updated to 1.1 and works fine with Windows XP. Be sure to
save the manual as well (due to the copy protection).

The first Dune game is a great Adventure with some strategy
part in the end (when you battle the Harkonnen).

Dune II was the first real time strategy game. And besides one
of the best ever made! Both are DOS Games

@Giselher Due to the fact that I cant get a working download link from the russian site my experience base on the english version I uploaded some month ago. You just need to run "Z-COOL.EXE" after having configured the sound ("SETSOUND.EXE"). It works fine with Windows 98 and XP....

But may be we can make an exception in Wet: The Sexy Empire's
case?!

The plot is similar. Taking photos and films of Lula and selling them
